Compare the two topics explicitly when you study. Passenger decisions are mostly about people and time: rebooking priority, communication timing, special-needs handling. Baggage decisions are mostly about physical flow and accountability: which bags are pulled, how a pull is confirmed, who signs for it. The station management dimension is that turnaround time is also a commercial pressure, so the learning task is deciding which steps are compressible and which are not.
Worked scenario: an inbound aircraft arrives late, and during unloading a ramp agent notices debris on the stand near the cargo door. The plausible mistake is to kick the debris aside, finish the turnaround on time, and mention it in the shift log at the end — technically reported, but with no pause and no inspection. The better decision is to pause the operation affecting that stand position, remove and retain the debris for identification, check whether it came from the aircraft, a vehicle, or the apron, report it through the station's safety reporting process immediately, and let the handling supervisor confirm the stand is clean before loading resumes. Cargo and Mail: Priority Rules at Station Level
Study cargo and mail as flow decisions with fixed precedence: safety and security documentation first, then mail commitments, then revenue cargo within weight and balance limits. Practice deciding what comes off an aircraft when capacity drops, in a defensible order.
Station-level cargo work includes accepting and documenting shipments, coordinating with the load control function, handling transfer cargo, and managing mail. Mail typically carries service commitments that differ from commercial cargo, and dangerous goods, live animals, and perishables carry their own acceptance rules. The integration point with the rest of the station is that every cargo decision is also a loading decision: what goes in which hold affects the load sheet, and removing cargo late requires the load documentation to be corrected before departure.
Worked scenario: a technical problem reduces the available payload on a departing flight that is carrying mail, two pallets of general cargo, and a shipment booked as priority. The plausible mistake is to offload whatever is easiest to reach — often the priority shipment, because it is unitized and accessible — and notify the forwarder afterwards. The better decision is to apply a stated order: keep security-cleared and properly documented items that must travel, protect the mail commitment where the station's service rules require it, offload revenue cargo in an order agreed with load control so the load sheet stays balanced and correct, and re-document the flight before departure. Then communicate the offload to the shipper or forwarder with a reason and a re-accommodation plan.
Why it matters: an undocumented or unbalanced offload creates both a safety-documentation problem and a customer claim, while a documented, ordered offload is a routine commercial event.
Irregular Operations: One Decision Table for the Whole Station
Build a single decision table for disruption that maps each option to its passenger, baggage, ramp, and cargo consequences. Reuse it across every scenario you study so that irregular operations become a pattern you recognize rather than a list you memorize.
Safety, security and emergency management at station level includes the emergency response plan roles, security incident handling, and the interface with airport authorities — but in daily study, the most reusable artifact is an irregular operations decision table. Compare options, not outcomes. An Adaptable Six-Week Preparation Sequence
Sequence your preparation from single-domain fluency to full integration: weeks one and two for domain basics, weeks three and four for pairwise links, week five for full decision logs, week six for review and readiness checks.
Weeks one and two: build a one-page summary per domain from the six SM topics, using your own words and one example per concept — turnaround sequence, reconciliation, mishandled bag flow, cargo acceptance and precedence, emergency plan roles, and station administration basics such as shift handover and performance monitoring.
